Documents relating to programme budget implications

 

General Assembly  

 
There are essentially two types of General Assembly document relating to programme budget implications:

(a) A statement, submitted by the Secretary-General in accordance with rule 153 of the rules of procedure, of the programme budget implications of a draft resolution; this is usually distributed as a document of the Fifth Committee or another Main Committee (see model 1);

(b) A report of the Fifth Committee or the Advisory Committee on Administrative and Budgetary Questions to the General Assembly on the programme budget implications of a draft resolution or resolutions (see models 2, 3 and 4).

As the documents are generally short, no summary is required.

Agenda items

Documents relating to progamme budget implications prepared for the Fifth Committee (A/C.5/...) are normally circulated under two items of the agenda of the General Assembly: the item relating to the current or proposed programme budget, and the item (or items) under which the draft resolution in question is submitted.  

The item relating to the programme budget is always given first, regardless of the numerical order.

Headings

 The normal sequence and format of the document headings is as follows:

(H1)
Statement submitted by the Secretary-General in accordance with rule 153 of the rules of procedure of the General Assembly

Report/Nth report of the Advisory Committee on Administrative and Budgetary Questions

When there are no real financial implications, the sequence of headings above may be replaced by the following:

1.

[Title of draft resolution]
2.
(H1)
Note by the Secretariat concerning the responsibilities entrusted to the Secretary-General under draft resolution [symbol]

The internal headings in the document are normally identified with roman numerals. They should not be larger than H1.

Draft decisions

In the case of a document containing a draft decision to be adopted by the Fifth Committee (see model 5), the same basic principles apply.

The sequence and format of the headings is as follows:

Programme budget implications of draft resolution [symbol]
3.
(H2)
Draft decision submitted by the Chairman [following informal consultations]

 

Economic and Social Council

Documents relating to programme budget implications before the Economic and Social Council are normally in the form of statements submitted by the Secretary-General.

Agenda items

The document is circulated under the relevant item of the agenda of the pertinent session of the Economic and Social Council.

Headings

In the case of a statement referring to a specific draft resolution (see model 6), the headings are:

Programme budget implications of draft resolution [symbol]
3.
(H1)
Statement submitted by the Secretary-General in accordance with rule 31 of the rules of procedure of the Economic and Social Council

In the case of a statement referring to several draft resolutions (see model 7), the headings are:

Programme budget implications of the recommendations contained in the report of the [subsidiary body] on its [nth] session  
2.
(H1)
